Vintage GERMAN Lift Arm Lighter Advertising MAN WITH TIRE AROUND WASTE.  There is not a makers name, engraved FRANZ SCHUCHARDT VULKANISIER - ANSTALT AUTOREIFEN - ZUBEHOR ARNDTSTR. 30/31.  The lighter measures about 2 inches tall and 1 1/2 inches across.
